The Environmental Services Unit (ESU)
functions primarily as environmental representatives and facilitators for
projects from the Department of Public Works and other County departments.
The DPW sections receiving technical support from ESU are: Engineering
Services, Capital Improvement Projects, Roads, Inactive Waste, Recycling, Airports, Wastewater,
Flood Control, Land Development and Special Districts. ESU obtains environmental clearances
and permits for maintenance and capital projects; performs specialized
technical environmental studies and prepares environmental reports
pursuant to the California Environmental Quality Act (CEQA) and the
National Environmental Protection Act (NEPA); and participates in project
development and tracking. Furthermore, it serves as a consultant on all
environmental issues for the many, diverse public works projects.
Specifically, ESU performs the following:

Prepare environmental documents according to
relevant local, state, and federal guidelines.

Obtain clearances, authorizations, or permits from
the various environmental resource agencies (U.S. Army Corps of
Engineers, U.S. Fish and Wildlife Service, California Department of
Fish and Game, the Regional Water Quality Control Board, and the
California Coastal Commission).

Coordinate the development and approval of
revegetation, erosion control, wetlands creation and/or enhancement
plans, and mitigation monitoring plans.

Responsible for mitigation monitoring, including
field-monitoring of construction activities to assure that adjacent
archaeological and biological resources are not impacted and that
project permit conditions are met.

Serve as environmental staff for county and small
cities’ for Community Development Block Grant (CDBG) program
projects and provides NEPA clearances for projects pertinent to this
program.

Responsible for mandated federal cultural resources
review pursuant to the Memorandum of Understanding with the State
Office of Historic Preservation.
